Schools in Sosnowiec make the grade
An Energy Performance Contracting (EPC) project in Poland is awarded with the 2015 European Energy Service Award
The industrial city of Sosnowiec in Poland's Silesia region operates 87 schools and preschools. The temperatures in the school rooms were generally too high and made it hard for pupils to concentrate. Through a comprehensive refurbishment, the authorities of Sosnowiec aimed to create an adequate learning atmosphere with proper temperatures and at the same time to decrease high energy costs.
In only ten months, the 87 schools and preschools had to be technically modernized, and a remote monitoring and control system had to be built from scratch. Schools could not be closed during the refurbishment and all works had to be done in a safe way for children and teachers. The school authorities also called for a ten-year saving guarantee period.
All heating and lighting systems in the buildings were modernized from the ground up in the given period of just ten months. In addition, the Navigator energy monitoring system was installed to remotely monitor overall energy consumption. The system allows personnel to remotely control the room temperature in every classroom and set it to the desired target value. "In the past, classrooms were typically kept too hot, which made it difficult for students to concentrate. Thanks to the state-of-the-art heating system and continuous energy monitoring, we are now able to provide a comfortable learning environment for students," says Marek Tobiacelli of Siemens Poland.
The measures are financed through an Energy Performance Contract with Siemens. This means that the city of Sosnowiec's initial investments of approximately €4 million will be paid back through the guaranteed savings realized over the ten-year contract period; interim financing is provided by Siemens.
Siemens has guaranteed heating cost savings of 31 percent, electricity savings for lighting of 21 percent and a reduction of CO2 emissions by 5,220 metric tons per year compared to the initial situation. Students and teachers who are now able to learn and work in classrooms offering a comfortable temperature - and hence a healthier environment.
The implementation of this Energy Performance Contracting (EPC) project has been awarded with the 2015 European Energy Service Award (EESA) in the "Projects" category. The EESA is part of the European Energy Service Initiative toward the EU 2020 Energy Saving Targets (EESI 2020). The initiative aims at fostering the use of EPC in Europe.
The EPC project encourages other municipalities and companies to enter public-private partnerships to implement energy-efficiency measures.
